17° TORNEO DI PENTECOSTE

REGOLAMENTO DEL TORNEO ALLIEVI U14 
 
 

1.  Il Torneo è organizzato dal FC Chiasso in collaborazione con il Raggruppamento Allievi Mendrisiotto Calcio ed è stato autorizzato dalla FTC (Federazione Ticinese di Calcio), ASF (Associazione Svizzera di Football) e UEFA.

2.  Il Torneo è di tipo B (squadre di 11 giocatori tesserati anche per società diverse). Possono partecipare 20 giocatori per squadra, dei quali al massimo 3 provenienti da un’altra società. L’elenco dei giocatori va consegnato alla Giuria almeno 30 minuti prima della gara d’esordio con le rispettive tessere federative (non sono necessarie altre liste prima di ogni gara). In caso di prestito è necessaria un’autorizzazione scritta della squadra di appartenenza.

3.  Età: ragazzi nati dopo il 01.01.1998

4.  Formula del Torneo:

1.  Fase preliminare: 1 girone unico all’italiana di 8 squadre.

2.  Sistema dei punti: 3 punti per la vittoria, 1 per il pareggio e 0 per una sconfitta.

3.  Criteri adottati per la classifica di gruppo: a) maggior numero di punti ottenuti; b) differenza reti; c) maggior numero di reti segnate; d) risultato dello scontro diretto; e) sorteggio da parte della giuria; f) casi di forfait: 3-0

4.  Finali: finali dal 3° all’8° posto in base alla classifica dopo il girone preliminare (3.a contro 4.a, 5.a contro 6.a e 7.a contro 8.a). La finale per il 1° e 2° posto vedrà a confronto la 1.a e la 2.a classificata dopo il girone preliminare.

5.  Per motivi organizzativi, in particolare in caso di cattivo tempo, il Comitato di organizzazione può decidere per la rinuncia delle finali 3°-8° posto; in questo caso vale la classifica dopo il girone preliminare.

5.  Durata delle partite:

1.  Fase preliminare: 1 tempo da 30 minuti senza interruzione.

2.  Finali 3°-8° posto; in caso di parità dopo 30 minuti, calci di rigore.

3.  Finale 1° e 2° rango: in caso di parità dopo 30 minuti, tempo supplementare di 10 minuti, quindi eventualmente calci di rigore secondo disposizioni ASF.

4.  Il calcio di inizio è effettuato dalla squadra indicata per prima nel programma. La metà campo è scelta dalla squadra indicata per seconda nel programma.

 
 

6.  Giocatori partecipanti alle partite:

A ogni gara possono partecipare i 20 giocatori che figurano sulla lista presentata alla Giuria prima della gara d’esordio.

Per ogni partita viene ammessa la sostituzione di 5 giocatori.

  Un giocatore sostituito non potrà essere allineato nel corso della medesima partita.

  Ogni giocatore deve mantenere lo stesso numero di maglia per tutta la durata del torneo.

7.  Sanzioni disciplinari:

1.  a) in caso di espulsione per doppia ammonizione durante la stessa partita o per fallo d’emergenza, il giocatore sconta automaticamente la sospensione nella partita successiva disputata dalla sua squadra.

b) per un fallo violento o antisportivo, due gare di sospensione.

c) in caso di comportamento violento o brutale nei confronti di avversari, vie di fatto o grave antisportività nei confronti di avversari o ufficiali di gara oppure insulto agli avversari o agli ufficiali di gara, il giocatore è sospeso per tutta la durata del torneo.

Fa stato il rapporto arbitrale trasmesso alla Giuria subito dopo la gara. Le sanzioni verranno notificate dagli arbitri alla FTC.

2.  Le sanzioni disciplinari sono contabilizzate per l’attribuzione del premio “fair-play”.

8.  Compiti della Giuria (membri: Norberto Riva, Otto Stephani, Giorgio Regazzoni):

  1. confermare o modificare il piano delle gare (orari e campi);
  2. custodire gli elenchi dei giocatori e i loro passaporti;
  3. stabilire la validità dei documenti di qualifica presentati;
  4. sanzionare il forfait in caso di mancata presenza di una squadra a una partita;

9.  Compiti della Commissione Protesti (membri: Gianmario Ceppi, Harry Fehr, Daniele Marioni):

  1. esaminare e dirimere protesti presentati dalle squadre agli arbitri;

 

10.  Assicurazione:

              Tutti i giocatori partecipanti al torneo dovranno essere assicurati contro i rischi di infortunio o malattia.

11.  Premi: sono previsti premi per tutte le squadre (coppe) e per singoli giocatori: una speciale commissione designerà il “miglior giocatore” e il “miglior portiere”; verrà attribuito un premio al “miglior realizzatore”; il premio “fair-play” sarà assegnato alla squadra che avrà accumulato il minor numero di penalità (ammonizioni, espulsioni e rapporti arbitrali).

12.  La premiazione, con la partecipazione obbligatoria per tutte le squadre, avrà luogo al termine della finale per il 1° - 2° posto.

13.  I casi non previsti dal Regolamento ufficiale saranno valutati dalla Giuria sulla base di Statuti e Regolamenti ASF in vigore.

REGULATIONS U14 
 
 

  1. The Tournament is organised by FC Chiasso in collaboration with Raggruppamento Allievi Mendrisiotto Calcio and has been authorised by the FTC (Federazione Ticinese di Calcio/ Swiss Italian Football federation), the SFA (Swiss Football Association) and UEFA.
  2. Tournament of type “B” ( teams of 11 players also enrolled for other Clubs). Twenty players per team are allowed to participate, but not more than 3 lent out by another Club. A list with all the players must be given to the Jury at least 30 minutes before the first game, along with the player’s passports of their Federation (no additional lists are required before every match). Should a player be lent out by another club a written authorisation is needed,
  3. Age: players born after 01.01.1998 
  4. Format of the Tournament:
    1. Preliminary round: 1 group with 8 teams. Each team plays against all others.
    2. Points: 3 points for a victory, 1 for a drawn and 0 for a defeat.
    3. Criteria for the ranking of the group: a) greatest number of points; b) better goal difference in all group matches; c) greatest number of goals scored in all group matches ; d) goal difference resulting from the group match between the teams concerned; e) drawing lots by the Jury; f) forfeit: 3-0
    4. Finals: finals 3rd – 8th place according to the ranking after the preliminary round (3rd vs 4th , 5th vs 6th and 7th vs 8th ). The teams ranked 1st  and 2nd after the preliminary round will play the Final.
    5. For organisation reasons, particularly in the case of adverse weather conditions, the Tournament Committee may cancel the finals for 3rd-8th place.
  5. Duration of the matches:
    1. Preliminary round: 1 period  of 30 minutes without interruption.
    2. Finals 3rd -8th  place; if the matches end in a draw after 30 minutes, penalty kicks.
    3. Final 1st-2nd place: if the match ends in a draw after 30 minutes, an extra time of 10 minutes will be played, followed if necessary by penalty kicks according to the rules of the SFA.
    4. The team first named in the programme has the kick-off. The other team chooses the field half.

 
 
 

  1. Number of players:
  •  

    All the players that appear on the list given to the Jury before the first match are allowed to participate to each match.

  •  

    Five substitutions are allowed during the match. The player that has been substituted cannot   renter in the same match.

     Each player must wear the same shirt number throughout the entire Tournament.

  1. Disciplinary sanctions:
    1. a) a player who receives two yellow cards in the same match or a red card for an emergency foul will automatically be suspended for the next match in the competition.
  •  

    b) for an unsporting or violent foul, suspension for two matches.

  •  

    c) an expulsion caused by violent or brutal acts, violent or seriously unfair behaviour, vulgar or insulting language against opponents or referees will result in the suspension for the remaining matches of the Tournament.

  •  

    The report of the referee is decisive. Those sanctions will be notified to the FTC.

    1. The disciplinary sanctions will count for the “fair play” award.
  2. Duties of the Jury (members: Norberto Riva, Otto Stephani, Giorgio Regazzoni):
    1. to confirm or modify the programme of the matches (time and fields)
    2. to guard the players lists and the players federative passports;
    3. to examine the validity of the documents of qualification ;
    4. to sanction the “forfeit” in case a team does not appear at the appointed time and place for a match.
    5. to guarantee the order and to intervene in the cases of indiscipline or unfairness beyond the competence of the referees.
  3. Duties of the Appealing Committee (members: Gianmario Ceppi, Harry Fehr, Daniele Marioni):
    1. to examine and to settle protests introduced by the teams against the referees
    2. to decide in case of complaint against the decisions of the Jury

 

  1. Insurance:

Each participating Club will be responsible for adequate insurance cover for all players and officials attending the Tournament

  1. Prizes: each participating team will receive a cup. Special prizes for the “top scorer”, “best player” and best “goalkeeper”. The “fair play” award will be given to the Team with the least number of yellow and red cards or referees reports.
  2. The prize ceremony, compulsory for all teams, will take place after the Final for 1st -2nd place.
  3. Any other matter not contemplated by these Regulations will be handled by the Jury in accordance with the Statutes and Regulations of the Swiss Football Association. In case of discrepancy in the interpretation of these regulations the Italian text shall be authoritative
